Indian Plans for Deep Ocean Mission

M. Ravichandran, Secretary, Ministry of Earth Sciences made the following announcements at the International Indian Ocean Conference (IIOC) organised by Indian National Centre for Ocean Information Services (INCOIS), which concluded on March 18, 2022:

  • As part of its 'Deep Ocean Mission', India has plans to introduce eight deep ocean gliders having 6-12 months endurance to travel from 3,000 km to 4,500 km, about 48 deep Argo floats at 6,000-metre depth at 24 locations and another 150 wave drifters to strengthen the capacity of observations in the Indian Ocean. 
  • Manned submersible vehicles which can go up to 6,000 metres deep, scientific cruises to scour the ocean and also a new multidisciplinary research vessel in the next three years are on the anvil.
  • The Oceansat-3 satellite is scheduled to be launched next year. 
  • With the help of these in situ and satellite data of sea temperatures, currents, salinity etc., Indian scientists are trying to predict as much accurate as possible the various climatic conditions and the monsoons.
  • The Centre is drafting a policy on ‘Blue Economy’ of which the ‘Deep Ocean Mission’ forms an integral part for which about 4,077 crore has been allotted over a five-year period.
  • The policy will enunciate the way forward on sustainable ocean development in mining of deep sea and coastal resources, off-shore energy and climate services. 
  • An engineering design for ocean thermal energy conversion to generate power and others have been identified for further research for precise observations and predictions of future cyclones, ocean health through statistical and dynamic modelling and observation networks. 
  • The objective is to bolster the deep ocean observation with more platforms and prepare a framework model for future services on how and when cyclones and storm surges will happen, whether their numbers will increase or intensity with global warming, harmful algal bloom, coastal morphology, erosion, etc.


The four-day virtual conference, inaugurated by Union Minister Jitendra Singh, was to assess the progress and scientific knowledge gained during the second phase of International Indian Ocean Expedition (IIOE) launched in 2015. About 400 delegates from 20 countries participated in it.

Release of the IPCC Working Group II Report

On February 28, 2022, the UN Intergovernmental Panel on Climate Change (IPCC) Working Group II, which deals with impacts, adaptation and vulnerability, released its report. It was a part of the IPCC’s Sixth Assessment Report (AR6), which will be completed in 2022.

The key messages of the Report were:


1. Observed and Projected Impacts and Risks

  • Human-induced climate change, including more frequent and intense extreme events, has caused widespread adverse impacts and related losses and damages to nature and people, beyond natural climate variability. Some development and adaptation efforts have reduced vulnerability.
  • Vulnerability of ecosystems and people to climate change differs substantially among and within regions driven by patterns of intersecting socio-economic development, unsustainable ocean and land use, inequity, marginalization, historical and ongoing patterns of inequity such as colonialism, and governance. Approximately 3.3 to 3.6 billion people live in contexts that are highly vulnerable to climate change.
  • Global warming, reaching 1.5 deg C in the near-term, would cause unavoidable increases in multiple climate hazards and present multiple risks to ecosystems and humans. Near-term actions that limit global warming to close to 1.5 deg C would substantially reduce projected losses and damages related to climate change in human systems and ecosystems, compared to higher warming levels, but cannot eliminate them all.
  • Beyond 2040 and depending on the level of global warming, climate change will lead to numerous risks to natural and human systems. For 127 identified key risks, assessed mid- and long-term impacts are up to multiple times higher than currently observed. 
  • Climate change impacts and risks are becoming increasingly complex and more difficult to manage. Some responses to climate change result in new impacts and risks.
  • If global warming transiently exceeds 1.5 C in the coming decades or later (overshoot), then many human and natural systems will face additional severe risks, compared to remaining below 1.5 C. 

2. Current Adaptation and its Benefits

  • Progress in adaptation planning and implementation has been observed across all sectors and regions, generating multiple benefits. However, adaptation progress is unevenly distributed with observed adaptation gaps.
  • There are feasible and effective adaptation options which can reduce risks to people and nature. The feasibility of implementing adaptation options in the near-term differs across sectors and regions. Integrated, multi-sectoral solutions that address social inequities, differentiate responses based on climate risk and cut across systems, increase the feasibility and effectiveness of adaptation in multiple sectors.
  • Soft limits to some human adaptation have been reached, but can be overcome by addressing a range of constraints: primarily financial, governance,  institutional and policy constraints. Hard limits to adaptation have been reached in some ecosystems. 
  • There is increased evidence of maladaptation across many sectors and regions since the  Assessment Report 5 (AR5). Maladaptation can be avoided by flexible, multi-sectoral, inclusive and long-term planning and implementation of adaptation actions with benefits to many sectors and systems.
  • Enabling conditions are key for implementing, accelerating and sustaining adaptation in human systems and ecosystems. These include political commitment and follow-through, institutional frameworks, policies and instruments with clear goals and priorities, enhanced knowledge on impacts and solutions, mobilization of and access to adequate financial resources, monitoring and evaluation, and inclusive governance processes.

3. Climate Resilient Development

  • Evidence of observed impacts, projected risks, levels and trends in vulnerability, and adaptation limits, demonstrate that worldwide climate resilient development action is more urgent than previously assessed in AR5. 
  • Climate resilient development is enabled when governments, civil society and the private sector make inclusive development choices that prioritise risk reduction, equity and justice, and when decision-making processes, finance and actions are integrated across governance levels, sectors and timeframes. 
  • Climate resilient development is facilitated by international cooperation and by governments at all levels working with communities, civil society, educational bodies, scientific and other institutions, media, investors and businesses; and by developing partnerships with traditionally marginalised groups, including women, youth, Indigenous Peoples, local communities and ethnic minorities.
  • Interactions between changing urban form, exposure and vulnerability can create climate change induced risks and losses for cities and settlements. However, the global trend of urbanisation also offers a critical opportunity in the near-term, to advance climate resilient development. Climate resilient development in urban areas also supports adaptive capacity in more rural places through maintaining peri-urban supply chains of goods and services and financial flows.
  • Safeguarding biodiversity and ecosystems is fundamental to climate resilient development, in light of the threats climate change poses to them and their roles in adaptation and mitigation. 
  • It is unequivocal that climate change has already disrupted human and natural systems. Past and current development trends (past emissions, development and climate change) have not advanced global climate resilient development. Societal choices and actions implemented in the next decade determine the extent to which medium- and long-term pathways will deliver higher or lower climate resilient development.

Biological Diversity (Amendment) Bill, 2021

The Biological Diversity (Amendment) Bill, 2021 was introduced in Lok Sabha by the Minister of Environment, Forest and Climate Change Mr. Bhupender Yadav on December 16, 2021.  The Bill amends the Biological Diversity Act, 2002.  The Act provides for the conservation of biological diversity, sustainable use of its components, and fair and equitable sharing of the benefits arising out of the use of biological resources.  

The Bill seeks to streamline research and patent applications, encourage cultivation of wild medicinal plants, and practice of indigenous medicine.  


According to PRS Legislative Research, the key amendments proposed by the Bill include:

  • Access to biological resources and intellectual property rights (IPR): The Act provides for the National Biodiversity Authority (NBA) which regulates access to biological resources, and the sharing of research results on such resources.  Biological resources include plants, animals, micro-organisms or their genetic material, with use or value for humanity (excludes human genetic material).   Certain entities must seek approval from the NBA for obtaining biological resources, and before applying for IPR.  These entities are: (i) non-citizens, (ii) non-resident citizens, (iii) organisations not registered in India, and (iv) organisations registered in India, with any non-Indian shareholding or management.  The Bill amends the last category to any foreign-controlled company registered in India.  The Bill also provides that these four categories of applicants must obtain NBA’s approval before the grant of IPR (and not before applying for IPR).
  • Commercial utilisation: Under the Act, State Biodiversity Boards (SBBs) are set up by state governments to advise them on conservation of biodiversity. Indian citizens and organisations registered in India must give prior intimation to the concerned SBB before obtaining any biological resource for commercial utilisation.  They must also get NBA’s approval before applying for IPR.  The Bill amends this to provide that anyone who does not need approval from NBA to access biological resources must give prior intimation to the concerned SBB.  Further, they must: (i) register with the NBA before the grant of IPR, and (ii) get prior approval of the NBA before commercialising the granted IPR.   
  • Exemptions:   Under the Act, certain communities are exempted from intimating the SBB before obtaining any biological resource for commercial utilisation.  These are: (i) local people and communities of the area, and (ii) practitioners of indigenous medicine (vaids and hakims).  The Bill extends the exemption to registered AYUSH (Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy) practitioners, and cultivated medicinal plants and their products.
  • Composition of National Biodiversity Authority: The Act provides for a 16-member National Biodiversity Authority.  These include: (i) ten ex-officio members appointed by the central government, dealing with certain Ministries (on matters such as biotechnology, agriculture, environment and forests, Indian system of medicine, earth sciences), and (ii) five non-official members who are subject matter experts and representatives of industry and conservers.  The Bill provides for 11 additional members in the Authority. These include: (i) six ex-officio members dealing with wildlife, forestry research, and Panchayati Raj, (ii) four representatives from State Biodiversity Boards (on a rotational basis), and (iii) a Member-Secretary (must have experience in biodiversity conservation).  The Member-Secretary will be the chief coordinating officer of the NBA.   
  • Threatened species: The Act empowers the central government to notify any species which is near-extinction as a threatened species, in consultation with the concerned state government.  The Bill allows the central government to delegate this power to the state government.   However, before notifying any threatened species, the state government must consult the NBA. 
  • Biodiversity Management Committee (BMC): The Act mandates local bodies to constitute a BMC for promoting conservation of habitats, and documenting the conservation of specific plant varieties, animal breeds, and microorganisms.  The Bill specifies that the state government will prescribe the composition of these BMCs, and they must have between seven to eleven members.  Further, state governments may also constitute BMCs at the intermediate or district Panchayat level.    
  • Offences:   The offences under the Act are cognizable and non-bailable.  A cognizable offence is one for which a police officer may arrest an accused person without a warrant.  The Bill deletes this provision.

Environment-related sections of the Budget Speech of Finance Minister

The following are the environment-related sections of the Budget Speech made by the Indian Finance Minister Nirmala Seetharaman on February 1, 2022:


Natural farming

Chemical-free Natural Farming will be promoted throughout the country, with a focus on farmers’ lands in 5-km wide corridors along river

Ganga, at the first stage.


Ken Betwa project and Other River Linking Projects

Implementation of the Ken-Betwa Link Project, at an estimated cost

of 44,605 crore will be taken up. This is aimed at providing irrigation

benefits to 9.08 lakh hectare of farmers’ lands, drinking water supply for 62 lakh people, 103 MW of Hydro, and 27 MW of solar power. Allocations of 4,300 crore in RE 2021-22 and 1,400 crore in 2022-23 have been made for this project.


Draft DPRs of five river links, namely Damanganga-Pinjal, Par-Tapi-Narmada, Godavari-Krishna, Krishna-Pennar and Pennar-Cauvery have been finalized. Once a consensus is reached among the beneficiary states, the Centre will provide support for implementation


Har Ghar, Nal Se Jal

Current coverage of Har Ghar, Nal Se Jal is 8.7 crores. Of this 5.5 crore households were provided tap water in last 2 years itself. Allocation of 60,000 crore has been made with an aim to cover 3.8 crore households in 2022-23.


Green Clearances

A single window portal, PARIVESH, for all green clearances was launched in 2018. It has been instrumental in reducing the time required for approvals significantly. The scope of this portal will now be expanded, to provide information to the applicants. Based on location of units, information about specific approvals will be provided. It will enable application for all four approvals through a single form, and tracking of the process through Centralized Processing Centre-Green (CPC-Green).


Clean & Sustainable Mobility

We will promote a shift to use of public transport in urban areas. This will be complemented by clean tech and governance solutions, special mobility zones with zero fossil-fuel policy, and EV vehicles.


Battery Swapping Policy

Considering the constraint of space in urban areas for setting up charging stations at scale, a battery swapping policy will be brought out and inter-operability standards will be formulated. The private sector will be encouraged to develop sustainable and innovative business models for ‘Battery or Energy as a Service’. This will improve efficiency in the EV ecosystem.


Energy Transition and Climate Action

The risks of climate change are the strongest negative externalities that affect India and other countries. As Hon’ble Prime Minister said at the COP26 summit in Glasgow last November, “what is needed today is mindful and deliberate utilisation, instead of mindless and destructive consumption.” The low carbon development strategy as enunciated in the ‘panchamrit’ that he announced is an important reflection of our government’s strong commitment towards sustainable development.


This strategy opens up huge employment opportunities and will take the country on a sustainable development path. This budget proposes several near-term and long-term actions accordingly.


Solar Power

To facilitate domestic manufacturing for the ambitious goal of 280 GW of installed solar capacity by 2030, an additional allocation of 19,500 crore for Production Linked Incentive for manufacture of high efficiency modules, with priority to fully integrated manufacturing units from polysilicon to solar PV modules, will be made.


Circular Economy

The Circular Economy transition is expected to help in productivity

enhancement as well as creating large opportunities for new businesses and jobs. The action plans for ten sectors such as electronic waste, end-of-life vehicles, used oil waste, and toxic & hazardous industrial waste are ready.


The focus now will be on addressing important cross cutting issues of

infrastructure, reverse logistics, technology upgradation and integration with informal sector. This will be supported by active public policies covering regulations, extended producers’ responsibilities framework and innovation facilitation.


Transition to Carbon Neutral Economy

Five to seven per cent biomass pellets will be co-fired in thermal power plants resulting in CO2 savings of 38 MMT annually. This will also provide extra income to farmers and job opportunities to locals and help avoid stubble burning in agriculture fields.


Saving energy is an important aspect of energy management. Hence, energy efficiency and savings measures will be promoted. This will be done in large commercial buildings through the Energy Service Company (ESCO) business model. It will facilitate capacity building and awareness for energy audits, performance contracts, and common measurement & verification protocol.


Four pilot projects for coal gasification and conversion of coal into chemicals required for the industry will be set-up to evolve technical and financial viability.


The policies and required legislative changes to promote agro forestry and private forestry will be brought in. In addition, financial support will be provided to farmers belonging to Scheduled Castes and Scheduled Tribes, who want to take up agro-forestry.


Green Bonds

As a part of the government’s overall market borrowings in 2022-23,

sovereign Green Bonds will be issued for mobilizing resources for green

infrastructure. The proceeds will be deployed in public sector projects which help in reducing the carbon intensity of the economy.

India State of Forest Report 2021 Released

On 13th January 2022, the Minister for Environment, Forest and Climate Change, Shri Bhupender Yadav released the ‘India State of Forest Report 2021’ prepared by the Forest Survey of India (FSI)

The ISFR-2021 provides information on forest cover, tree cover, mangrove cover, growing stock, carbon stock in India’s forests, forest fire monitoring, forest cover in tiger reserve areas, above ground estimates of biomass using SAR data & climate change hotspots in Indian forests.


Salient Findings of the Report:

  • The total forest and tree cover of the country is 80.9 million ha which is 24.62% of the geographical area of the country. As compared to the assessment of 2019, there is an increase of 2,261 sq km in the total forest and tree cover of the country. Out of this, the increase in the forest cover has been observed as 1,540 sq km and that in tree cover is 721 sq km.
  • Increase in forest cover has been observed in open forest followed by very dense forest. Top three states showing increase in forest cover are Andhra Pradesh (647 sq km) followed by Telangana (632 sq km) and Odisha (537 sq km).
  • Area-wise Madhya Pradesh has the largest forest cover in the country followed by Arunachal Pradesh, Chhattisgarh, Odisha and Maharashtra. In terms of forest cover as percentage of total geographical area, the top five States are Mizoram (84.53%), Arunachal Pradesh (79.33%), Meghalaya (76.00%), Manipur (74.34%) and Nagaland (73.90%).
  • 17 states/UT’s have above 33% of the geographical area under forest cover. Out of these states and UT’s, five states/UTs namely Lakshadweep, Mizoram, Andaman & Nicobar Islands, Arunachal Pradesh and Meghalaya have more than 75% forest cover while 12 states/UTs namely Manipur, Nagaland, Tripura, Goa, Kerala, Sikkim, Uttarakhand, Chhattisgarh, Dadra & Nagar Haveli and Daman & Diu, Assam, Odisha, have forest cover between 33% to 75%.
  • Total mangrove cover in the country is 4,992 sq km. An increase of 17 sq Km in mangrove cover has been observed as compared to the previous assessment of 2019. Top three states showing mangrove cover increase are Odisha (8 sq km) followed by Maharashtra (4 sq km) and Karnataka (3 sq km).
  • Total carbon stock in country’s forest is estimated to be 7,204 million tonnes and there an increase of 79.4 million tonnes in the carbon stock of country as compared to the last assessment of 2019. The annual increase in the carbon stock is 39.7 million tonnes.


Other significant features of 2021 IFSR

  • In the 2021 ISFR, FSI has included a new chapter related to the assessment of forest cover in the Tiger Reserves, Corridors and Lion conservation area of India. In this context, the decadal assessment of change in forest cover within Tiger Reserves, Corridors and Lion conservation area helps in assessing the impact of conservation measures and management interventions that have been implemented over the years. 

Of 52 tiger reserves, 20 have recorded an increase in forest cover since 2011. While the tiger reserves have decreased by 22.6 sq km (0.04 per cent), the tiger corridors have noted an increase by 37.15 sq km. The Kawal, Bhadra and the Sundarbans reserves have shown the maximum loss. 

  • A new initiative of FSI has also been documented in the form of a chapter, where the ‘Above Ground Biomass’ (AGB) has been estimated. FSI, in collaboration with Space Application Centre (SAC), ISRO, Ahmedabad, initiated a special study for estimation of Above Ground Biomass (AGB) at pan-India level, using L- band of Synthetic Aperture Radar (SAR) data. The results for the States of Assam and Odisha (as well as AGB maps), were presented earlier in ISFR 2019.   The interim results for AGB estimates (and AGB maps) for the entire country are being presented as a new chapter in ISFR 2021. 
  • FSI in collaboration with Birla Institute of Technology & Science (BITS) Pilani, Goa Campus has performed a study ‘Mapping of Climate Change Hotspots in Indian Forests’. The collaborative study was carried out with the objective to map the climatic hotspots over the forest cover in India, using computer model-based projection of temperature and rainfall data, for the three future time periods i.e. year 2030, 2050 and 2085.

The IFSR estimates that by 2030, the Indian forests will be adversely affected by climate change and rise in temperature and forests in states except for Assam, Meghalaya, Tripura and Nagaland will be climate hot spots. Ladakh will also be negatively affected. 

  • The report also contains information on various parameters State/UT wise. Special thematic information on forest cover such as hill, tribal districts, and north eastern region has also been given separately in the report.
